Housing Opportunity for Persons with AIDS
Eligible HOPWA Activities
Housing Opportunity for Persons with AIDS (HOPWA) funds may be used to assist all forms of housing designed to alleviate or prevent homelessness for persons living with AIDS (PLWA). This includes the provision of the following:
  • Emergency housing
  • Rental assistance in shared housing, apartments, single-room occupancy (SRO) dwellings, community residences, etc.

Direct Housing Services

Definition of Eligible Activities 

Short-term rent Short-term rent in a supported housing facility. Residents are limited to no more than 60 days in a six-month period. Assistance can also include motel / hotel vouchers and/or payment of rent.
Emergency assistance Assistance must alleviate or prevent homelessness of the tenant or owner occupant of a dwelling. Emergency rent, mortgage, and utility payments are limited to no more than 21 weeks in a 52-week period. Assistance can also include payment of rent, mortgage, utilities, and security deposit assistance.
Rental assistance* Project-based rental assistance - Rental subsidies provided to residents of certain units within a specific building. When the residents move, the rental subsidy remains with the unit to be used by the next eligible client.

Tenant-based rental assistance - Rental subsides provided to residents to be used in any eligible unit chosen by the client. If the client moves, the rental subsidy remains with the client to be used in another eligible unit.

Shared housing arrangements - May be used when two or more people are sharing a home.
* Units assisted under this category must meet U.S. Department of Housing and Urban Development (HUD) Section 8 housing standards.
