Help Reduce Disaster Losses in Your Community by Participating in the Plumas County
2026 Local Hazard Mitigation Plan Update
Plumas County’s Office of Emergency Services is partnering with several local jurisdictions to develop a comprehensive update to our 2020 Local Hazard Mitigation Plan (LHMP) and the City of Portola’s 2019 LHMP. Participating jurisdictions include Plumas County and the City of Portola, along with seven special districts: Chester Public Utility District, Feather River Resource Conservation District, Gold Mountain Community Services District, Indian Valley Community Services District, Plumas Corp and Fire Safe Council, Plumas Eureka Community Services District, and the South Feather Water and Power Agency.
The purpose of the 2026 Multi-Jurisdictional LHMP Update is to assess risk from natural hazards, implement actions to reduce future losses, and maintain eligibility for federal mitigation grant funding in accordance with the Disaster Mitigation Act of 2000.
What is Hazard Mitigation?
Hazard mitigation means any action taken to reduce or eliminate the long-term risk to human life and property from natural hazards.
Why is Hazard Mitigation Important?
Most people who live or work in Plumas County have been affected by natural hazards in one way or another. Our residents and our assets are vulnerable to a variety of hazards including floods, dam failure, drought, wildfire, and other severe weather events.
Rising costs associated with disaster response and recovery have focused the attention of federal, state, and local government officials on addressing natural hazards before they occur. For example, torrential rains and floods cannot be prevented from occurring, but planning for natural hazards and implementing hazard mitigation and risk reduction measures can reduce impacts to our infrastructure, buildings, and people from future hazard events. Emergency response and recovery costs; property damage; personal injury and loss of life; and the overall economic and social impact on the community can all be reduced, and in some instances eliminated, through natural hazard mitigation.
The Process for the 2026 Local Hazard Mitigation Plan Update
Plumas County’s Office of Emergency Services is leading the effort, along with the City of Portola and the seven special districts, to develop the update along with a Hazard Mitigation Planning Committee (HMPC) comprised of representatives from various County and City departments; districts; neighboring jurisdictions; key federal, state, and local agency stakeholders; and the public.
The Plan is being developed to meet new FEMA guidance issued in 2025. It will address an updated list of hazards and assess the risk and vulnerability of these hazards to the people and assets of the Plumas County planning area. The Plan will also establish an updated mitigation strategy designed to reduce the impacts of future disasters on people and property, critical facilities and infrastructure, and the environment as well as to the local economy.
Opportunities for Input
Members of the community have a very important role in this process. A draft of the 2026 Plumas County LHMP Update is available for review and comment by the public and all interested stakeholders on the Plumas County LHMP webpage at https://plumascounty.us/2218/Documents and in printed form in the Plumas County Office of Emergency Services at: 1446 East Main Street, Quincy, CA 95971.
Comments on the Public Review Draft (Final comments due by December 18, 2025)
There are several options for providing comments on the LHMP Public Review Draft:

- Bring comments to the final Public or HMPC meetings
