Strategic Planning

A county strategic plan is a long-term roadmap that guides a county's operations and resource allocation over several years. It outlines the county's vision, mission, values, and strategic outcomes, translating them into concrete goals and measurable objectives. It facilitates a process for Continuous Process Improvement, as it is a living document to track progress, measure success, and course correct if needed. Essentially, it's a comprehensive plan that sets priorities, focuses energy, strengthens operations, and ensures accountability for achieving desired results.

Plumas County does not have a County organizational strategic plan in place. Some departments or programs are required to have a lower-level strategic plan in place for funding or other partnerships; However, there is no overarching organizational strategic plan for the County as an organization. A strategic plan is important, as it: 

  • Creates transparency and accountability 
  • Engages staff and the community in innovation and assuring efficient and effective government
  • Maximizes limited resources by focusing on shared priorities
  • Connects policy with operations and implementation

Plumas County staff presented to the Plumas County Board of Supervisors on June 30, 2025, to begin work on a high-level organizational strategic plan to align with the current budget cycle with a plan presented at the adoption of the Fiscal Year 25-26 budget, using the next three months to collect and analyze data, hold workshops, and finalize plan. For the completion of this project, the following guiding principles will be used: 

  • Visible and meaningful community and staff engagement at all levels 
  • Align with current internal and external Strategic Planning efforts 
  • Distinguish from other plans in its purpose as an organizational Strategic Plan for the roles and responsibilities of the County as a local government entity (versus the county as a geographic area) 
  • Will be used to help guide operational and financial planning

This initial Plumas County Organizational Strategic Plan will lay the groundwork for continued updates, focus on the work of Plumas County, and create a mechanism for Continuous Process Improvement. This will include a Mission Statement, a Vision Statement, and Organizational Values to be presented at the adoption of the Fiscal Year 25-26 budget on September 30, 2025.

Plumas County, with Ellis Planning Associates Inc., hosted a Special Board meeting on July 16, 2025, to have a high level strategic planning workshop with the Board of Supervisors and Department Heads. As it was a Special Board Meeting, all materials including the recording can be found online on the Clerk of the Board's webpage or below in Resources. Further staff, as well as community, input will be collected and analyzed in the months of August and September.

Currently, there is a survey to help identify the mission, vision, and values statements and we need YOUR INPUT! Please take 15 minutes of your time to complete the survey. If you'd like to take the survey on good old fashion paper, please visit the Clerk of the Board of Supervisors in room 309 at the Courthouse in Quincy (520 Main Street) and one will be provided to you.

There is a planned community meeting to answer questions in each of the 5 districts of each of the Board of Supervisors. See below for dates, times, and locations. If you have already taken the survey, there is no need to attend a meeting.
