MISSION
Our mission is to enhance the preparation and abilities of individuals with disabilities or access and functional needs (AFN) to survive and recover from emergencies and disasters.
PURPOSE OF COMMITTEE
Access and Functional Needs: The term “access and functional needs” refers to a set of broad, cross-cutting access and function-based needs. Access-based needs require ensuring that resources are accessible to all individuals. Function-based needs refer to restrictions or limitations an individual may have that require additional assistance before, during, and/or after an emergency.
The AFN committee may provide input on the county’s Emergency Operation Plan regarding the inclusivity of the AFN population. The members of the AFN committee will endeavor to assist with emergency preparedness within the population they serve and their organization. The AFN committee will collaborate as a group to provide county emergency management guidance and insight in mitigation, preparedness, response, and recovery efforts of emergencies affecting the communities of Plumas County. Trained members of the AFN committee may assist in a response as liaison in the county Emergency Operations Center as deemed appropriate by the Chair and county emergency management.

- Plumas County Department of Social Services (PCDSS) (Plumas County) serving In Home Support (IHSS) clients, Adult Protective Services, Child Protective Services, Foster Care, Medi-Cal, CalFresh, CalWORKs, Welfare-to-Work, Adoptions, and Public Guardianship.
- Plumas County Behavioral Health (PCBH) (Plumas County) serving adult, children, and families. Provide mental health and substance use disorder treatment services.
- Home Health Agencies – Quincy Home Health
- Durable Medical Equipment Agencies (Plumas County) – Plumas Medical Service
- Plumas Rural Services (Plumas County) serving families and children, direct link to childcare providers, In Home Respite Care, Family Empowerment Center, Women, Infant and Child (WIC), Public Transit, Domestic Violence Program, Disaster Case Management Families with developmental disabilities, Families with children with special needs and the ALIVE program.
- Plumas Crisis Intervention and Resource Center (PCIRC) (Plumas County) providing 24 hour crisis intervention with immediate response; suicide prevention and support, special advocacy for rape and battery victims; transitional emergency housing programs; one time rent program; homeless day shelter and services, CASA, pantry project, and Salvation Army.
- Far Northern Regional Center (Plumas County) serves the developmentally disabled persons and to persons who have suffered neurological damage before age 18.
- Greenville Rancheria (Greenville) serves tribal and non-tribal persons.
- Plumas County Veteran Services (Plumas County) serving veterans and their families.
- Plumas County Senior Services (Plumas County) serves seniors 60 years old and older with meals and transportation.
- Plumas Unified School District
- Connecting Point - In Home Support Services Public Authority providing referrals for disabled and aging population in obtaining homecare provider and assisting with providers to enroll in IHSS.
- Senior Life Solutions (Plumas District Hospital)- Intensive outpatient group and individual therapy serving aging population experiencing depression and/or anxiety often related to aging.
- Plumas County Public Health Agency - serves the whole community including those who are underserved
